When soap is added to milk with food dye, the fats in the milk are broken down by the soap. This allows the dye and milk to mix. The higher surface tension away from the soap droplet causes the dye-milk mixture to be pulled towards the high surface tension and away from the center.

The use of vivid colors with a semi-clear but soft colored liquid really is a nice contrast. I think the effect is really well shown and the framing of this picture really shows some shapes that add to the main focus–it looks as if the circle border closes in on the center and adds depth.
