These are altocumulus clouds in a stable atmosphere at an elevation a bit over 7,500 meters. There also seems to be a bit of a Kelvin-Helmholtz or mountain waves occurring.

I love your image! I think that the inclusion of the lights and buildings brings a very ominous and spooky feeling to the photo, with the dark cloud above.
